Just thought I'd let everyone else know about something I've solved, just in case you come across the same error.
I initiated a 'Publish to ReCap 360' which failed and kept on failing. I restarted ReCap try again and whenever I opened the project up I got a sync error: 'an error was encountered downloading additions from ReCap360 [Got error 299 from Web API]'.
It turns out what you have to do is to resume and complete the 'Publish to ReCap 360', then the error clears.
This is partly due to some backend issues that we've been experiencing this week. There should be some updates soon to protect against sync errors like this in the future.
