I have a question: why can't I post to more than 1 group? I understand the need to limit cross-posts, but that seems like overkill.

Basically because it splits the effort to answer you. If you question truly belongs in more than one group, post them. But many people will come into the ACAD groups for example and post the same question on plotting with ACAD to all 7 versions of the ACAD groups (2005, 2004, etc.). The post really belongs in Print/plot. Administrators try to keep track of questions that don't have answers and it can be quite difficult and confusing if the same question is all over the place.
