Too vague, you want to try again with more information there Ed?
A sample file with the problem (DWG not a useless snapshot) if you are not able to use words would suffice as well.

Mtext is displayed on the model tab. The Mtext is not displayed on the
layout tab. When I plot from the layout tab, the Mtext does not plot. If I
plot from the model tab (using window selection) the Mtext will plot. My
question is:

. What settings do I need to look at to change, so the Mtext will
display in the layout tab and plot from the layout tab.

. The .Dwg is not available to publish over any media.

. The mtext is made with a background mask.

. Are there settings that affect the display on the model, Layout
views?

If you remove the text mask, does it appear?
Is the Mtext inside a viewport in the layout?
Or is the mtext outside a viewport in the layout?
What's the letter size set to in STYLE command for the font you are using? Is that the size you want in modelspace or paperspace? Does your MTEXT have an override for the letter size?
Annotative text by chance? Changing the layout scale to 1:1 then to the scale in modelspace then the scale you want in the viewport should fix it.
is the layer the mtext is on in modelspace turned on/thawed INSIDE the viewport in the Layout (they can be different from modelspace settings)?
Is the MTEXT on DEFPOINTS or a noplot layer?

Please answer all questions, if you don;t understand one ask for more info.

Ed,

Is it annotative text. If so, make sure the annotation scale of the viewport matches that of the mtext.
