Is there a way to control what a user can see on certain fields in a tab?

Yes.  You can control this via section level permissions in the item details.  For each section there are advanced options.  Here you can set which groups have view access and which have edit access.  If you simply wish to restrict down to a single field, you can place that in its own section.
