Data migration/Batch loading tools?

1. Linking two [WS] with relationship tab: (one-to-many relationship)

Once items for two [WS] are imported, is there a way to automatically linking the two [WS] items by scripting or other means?

2. Uploading attachments

Is there a way to batch uploading attachments once all the items in the [WS] are imported? Assuming each item has an attachment to upload.

Working on getting some sample code for #2 - asked here as well (bit different situation but hope will apply to your case as well).

For issue 1, right now it's manual, but improvements to the import tool are underway.  Be sure to visit our new Idea Exchange forum when you have any product suggestions.
