particles falling on moving surface and continue moving

Hi 

am creating a moving water surface and leaves are falling on the surface, the leaves are particles,

 am using lock/bond to make  them stick to the surface and keep moving with it, but

can I make them keep moving with the stream direction??

 

help please

If you reduce the lock bond force to less, maybe 80 or 90%, and then add a force or something to move the leaves, that should work. 

 

It will be a balance between the force of the lock/bond - how much it locks' and whatever method you use to move the leaves in the water.
