Will my system setup allow me to create a plugin?

Hello!

I would like to develop a plugin for AutoCAD 2015.  I have the following:

Windows 7 Home Premium 64-bit

Visual Studio 2010

Would I be able to do this using ObjectArx? Which version? Are there AutoCAD 2015 project templates available for VS2010 or would I need to get an express version of a newer edition? Please point me in the right direction, if possible.

I'm new to this and I'm getting conflicting information.  I see no ObjectArx version available for Windows 7 Home Premium, but yet another person in this community was able to develop on that OS with that version of VS.

The ObjectARX 2015 SDK requires Microsoft Visual Studio 2012 Update 4.
