VIEWBASE with ObjectArx

with Autocad 2013 is it possible through ObjectArx API to use VIEWBASE and similar commands?

Yes, it is possible from certain contexts.

Do you know where can I find an example or guideline? and what does it mean exactly "from certain contexts" ?

I want to use the viewbase command and similar to automatically create new layout for each piece (3dsolid) or selection in the model.

Each layout contains base view, front, top view, etc. and annotation.

From your description of the goal, I think you may want to use a different approach that does not involve calling commands, but instead creating your layouts programmatically. I don't have any links to examples.
