sort the order of the scales using ARXDBG tool

I want to  sort the order of the scales in the list (like the move up/down option in the scale list dialog) using ARXDBG tool.

Is there any possible way?

I am looking for a way to sort the scale list.While searching in the Through the Interface i found the solution.But dont know how to make use of it.
