ObjectARX 2013 Libraries

Can anyone explain why the userdata.lib is not included with the ObjectARX 2013 download?  And how do you get that file based on the following link:

I get this error during link and can't find how to get this file anywhere.

It sounds like it's just an export library, so why not just create it yourself?
