What tool is use to generate SymbolDataStream

Hi, May I inquire if anyone here knows how the SymbolDataStream is generated in attached XML file screen shot. Is there a tool which is use to extarct the following SymbolDatastream. I have an image and I want to use it in an xml file but I dont know how to convert it to SymbolDataStream.

Note: Below is the SymbolDataStream example i found. I colored with red the one I dont understand how it is generated. is there a tool use to generate this stream?

Accidentally I found how to get the definition simply by using a notepad in opening an mwx file
