Updating Atrribute without opening the file

Hi
We have a database that stores CAD filename, block and attribute data. This data has been gathered by surveyors.

We want to write a simple program that will take the filename,block,attriute and value and then update the block/attribute with the approriate attribute value.

CAD is a brand new area to us, so if anyone know if this is first possable and then any hints on what licenses/libraries/code tips we could use it would be most appriciated.

Yes, its possible. No licenses needed, just the
tools for the API you're going to use.

If that's .NET, then you need the ObjectARX SDK
which can be downloaded from Autodesk's web site.
