sheetset custom properties

I am adding some custom properties (via NET) to both the sheetset and the sheet.
The ones added to the sheetset work just fine but the ones added to the sheet
dont "stick". What I mean by that is the property shows up on the sheets custom
properties, but if I open the "edit custom properties" dialog box from the sheetset
interface, then the custom sheet properties disappear.
The only way I found so far to make them "stick" is to create an identical property
in the sheetset. What I dont like about that is the property added to the sheetset
shows as being owned by the sheetset, not the sheet. Also no "sheet custom properties"
tab shows up on the sheetset interface like it would if you manually added properties
via the sheetset interfaces "edit custom properties" dialog box where you can assign
the owner of the property (either sheetset or sheet).
So I'm thinking there must be a better, or correct, way to add custom sheet properties
and I'm not doing it correctly. Can anyone provide any insight to this?
I hope I described this adequately, if not I could post a couple images.
By the way, this is being done to an existing sheetset which already has a number
of sheets (I loop through the sheets and add the property to each).
