SendStringToExecute - when?

I'm attempting to use the SendString function to load a partial .cui
file at Acad startup, within the initialize block of an
IExtensionApplication module. This is resulting in a "eNoDocument"
exception, even though the default drawing is "alive" enough for me to
echo things to the command prompt etc.
Is there any other way of loading .cui files in .Net besides this lame
"sendstring" method?
