How do I reference the sheet set manager.

Autodesk.AutoCAD.??

I have acdbmgd, acmgd, AcSmComponents17 1.0 Type Library, AutoCAD 2007 Type
Library all loaded as references.

Take a look at the VBA example for sheet set manager.
i use this so I can support multiple versions of AutoCAD
I build for each Type library ie 2005, 2006 "ACAD16" 2007,2008 "ACAD17". using "conditional compilation symbol" see this article.
