Opening a Windows Dialog Form which doesn't monopolize focus?

Is it possible to create a Windows Dialog Form which doesn't prevent any of the AutoCAD windows from being edited (say I can create new entities, resize the windows, etc.) while the dialog is open and editable?

Thanks, though I think I am going to use a Palette as described in:
