lmtools stop and start service programmatically

Is it possible to stop and start an lmtools service programmatically?

Here's what I would like to do with an app:

• At 6 in the morning - stop an lmtools service then start the lmtools service, clearing the log file
• At 5 in the evening - stop the lmtools service, send the log file to the cloud, then start the service again

With C# you can stop and start windows services (if the app has enough privilegies). Look at this sample:

But to ensure the work is done, your app must be a Windows service also I think.
