Integrating selection menus into plug-ins?

Is there a way to integrate a selection menu (like a drop down menu or a list of selectable items or something to that effect) into a custom plug-in? In my case, I'm interested in something where the user can select a drawing layer for a specific purpose.

how about using Palette or just Winform as a dialog?

After I posted my message I started to check into using a Windows Form...now I'm just trying to figure out how to send data to it and get the user selection back from it (I've never really used one before in any context). Any help with that?
