Import Layer State file (.las) through ReadDwgFile

I am trying to import a layer state file (.las) using ReadDwgFile, and I need to import it in the model space so that the layer state in all in the xrefs are applied.

But I am getting the error on the line "layStateManager.ImportLayerState(sLASfile)" with 'eUndefinedLineType' probably because the dwgs being opened are in paper space when opened.  How can I import the layerState in model space through ReaddwgFile when the dwg files are last saved in paper space ?

Is ther a way to switch from paper space to model space programatically before ImportLayerState in ReadDwgFile ?

Use

database.TileMode = False/True 

to swich between Paperspace and Modelspace
