Your question is not very clear...

 

It seems that the DWG image you share was produced with a Excel (or similar) table, which are usually created with a OLE object. If that is the case, unfortunately we don't have much APIs for it...

yes my goal to read the data in DWG

Indeed this is an OLE object and there is no API to manipulate (i.e. extract its data)
