Editor.CurrentUserCoordinateSystem returns the active dynamic UCS.

As a newbie my first stop when looking for something I want to do is this
forum. So far with this one I haven't found one reference to using the
Dynamic UCS in the way I want. I have found out how to turn the UCSDETECT
system variable on and off, but after a test it doesn't work. I suspect
that's because I am using a jig and have to send the UCS as a Matrix3D to
it.
Does anyone know of any way with VB .net to "turn on" the dynamic UCS, or to
"send" a dynamic UCS to a jig?
