detect if dll is .net dll

Hi,
we have a program that runs in acad at work that appears to consist of a dll
i'm assuming it is a .net dll but wondering how to tell? I don't have
dotnet loaded at work yet.

also the program makes 3 commands available at the command line but i'm not
seeing where an application is being loaded
I don't see anything in startup suite nor in appload that appears to
indicate the existence of this application
acad.lsp appears to be vanilla
i don't see a netload statement on session startup or document startup in
the text window

how can a program load itself into acad on startup automatically?
I was under the impression a dotnet app had to be loaded with netload
so i would expect to see a statement in acad.lsp or acaddoc.lsp or startup
suite or somewhere to instantiate the program
and i would expect to see an indication of that in text window?
just curious how this has been set up

(command "netload" "".dll") keep into acad.lsp file
