I'm not sure if the question should be directed here, but the problem is the following: when I create a TIN surface by adding a point group, some points are missing in triangulation, so they are not included in the surface. Also some edges are missing, see the pictures.

Any ideas? Maybe some creation paramters are not set?
Your probably better off posting in the civil 3d group.
As for the missing lines, check you maximum triangle length.
For the points, try updating you point groups then the surface.
What version of civil 3d are you using?
Yes, it is probably not a programming question, but a common question about Civil 3d.
I don't specify maxmum triangle length and "Use Maximum Triangle Length" property is set to False. Before adding the point group to the surface I check number of points in it and for the given example it is 10, but the resulting surface contains only 9 points. I tried it on 2009, 2010 and 2011 versions with the same result.

I post it here because I create TIN surfaces in Civil 3d through my .NET plugin, so I thought that I could miss some creation parameters.
Ok, I thought you were creating it via the UI.
