Catch hover event in .Net?

I'm looking for the tool that will allow me to receive a callback when a
user hovers over an object in the UI. I read in the ObjectARX newsgroups
that the method is AcEdInputPointMonitor::monitorInputPoint(), however I
dont see this in the .Net API (2006). Is it available in 2006? 2007?
