Can someone post a compiled ARXDBG.arx program for AutoCAD 2010.  I can't compile it myself.  Thanks in advance.

You can download x86 version of ARXDBG 2010 from this link: http://through-the-interface.typepad.com/files/arxdbg_2010.zip

Try attached version for x86 & x64.

Is there a 64bit version somewhere.  I can't compile without getting a error too.

I recommend MgdDbg over ArxDbg - that's downloadable from Kean Walmsley's blog too.
