Rotation Gizmo will not move or rotate

I cannot rotate or move the Rotation Gizmo when trying to animate objects. I have tried entering in a new orientation and position in the Manual Entry Bar, but it will not accept a new orientation (I cannot enter one. It stays at 0). The Gizmo will move when given a new position in both the Manual Entry Bar and Edit Key Frame dialogue box, but will revert to its original position once a rotation for the object is entered.

 

I have also tried giving the Gizmo a new orientation in the Edit Key Frame dialogue box, and it will rotate to the new oriention. However, the object will not rotate along the new oriention. It and the Gizmo will both rotate along the specified axis in the original orientation (See the attached pictures). I also get some interesting results in the Manual Entry Bar when entering in an orientation and rotation in the Edit Key Frame dialogue box. In the attached pictures, I gave the gizmo a new orientation of 45 degrees and the object a rotation of 90 degrees along the Y-axis. The pictures show the results of each, as well as the peculiar entries that came up in the Manual Entry Bar.

 

I am not sure if there is something that I am missing or if this is a bug, but if anyone has any explanations for this or can offer any help, it would be greatly appreciated.

I've reproduced what you have described. 

When attempting to enter the rotation of the orientation of the gizmo, the value doesn't change from 0 if you enter a value in the manual entry box.  However, rather than using the manual entery bar, if you hold down the control key and drag the colored rotation axis, this should allow you to rotate the orientation of the rotation gizmo.  Alternatively, you can create a keyframe, and edit the keyframe to rotate the orientation of the gizmo by entering a value in the oX, oY, oZ boxes.

However, after rotating the orientation, if you attempt to enter a value in the manual entry box for the rotation of the object (X, Y, Z) or the origin (center point) of the rotation (cX, xY, xZ) the corresponding oX oY oZ rotation orientation values reset to 0.

Also, if you attempt to enter a value in the X, Y, Z value of the edit keyframe, as you stated, it will rotate the object about the model's XYZ axes, and ignores the (oX, oY, oZ) orientation of the rotation.

To workaround this, if you need to change the orientation of the rotation and rotate the object about that orientation, I've found this is able to be done by first changing the rotation orientation through holding down CTRL and draging the colored axes or editing the keyframe's rotation orientation and then using the color axes to drag the rotation of the object rather than entering a value in the manual entery box or edit keyframe window.
