Navis won't load drawing with the correct scale.

This is driving me bonkers.

I have two autocad drawings, both saved in Decimal, with a precision of 0.00000000 and the insertion scale to millimeters, yet the drawings do not scale correctly when I load the nwf file.

Whatever units a have set in navis, should not cause the drawings to be scaled differently.

Could it be that one of the original drawings has units of inches and the other in millimeters?  They both can be decimal, but with different units. That's one possibility.  (see attached image).

When you say "insertion scale", are you referring to an AutoCAD setting or a Navisworks setting?

I had open and save each drawing and refresh the model, without really making any changes.  That seemed to work.
