I've just tried to open a Microstation file in Simulate 2013 but when it opens all I get is what looks like a bounding box. If I open the same file in Simulate 2011 then it displays perfectly.
Are there any known issues with viewing Microstation files in Simulate 2013?

If you check the DGN File reader settings under Application Button > Options > File Readers > DGN, are there differences between what is set in the two versions? If you change the settings in 2013 to those in 2011, does the issue remain?
If you export directly to an NWC using the Navisworks 2013 exporter, does the issue remain? Information on the exporter can be found here:

The standalone Service Pack 2 version of exporters can be downloaded from here:

If you haven’t already done so, I would also install Service Pack 2 to see if it helps.
If you check the items in the selection tree, are they missing from there as well or perhaps there is extraneous geometry causing an issue with the extents of the view.
Could you send screenshots of the view and selection tree in both applications.
Please also slide out the Project Panel of the Home Tab and click scene statistics. Please copy paste the contents of the window into notepad, save as a txt file, and send these from the two versions.

It seems that the problem is actually something to do with this one particular DGN file. I have now tried a few different files and they all work OK - it's just this one that is giving us hassle. Even when inserting it as a reference in AutoCAD it refuses to display correctly. We'll ask the originator for a new copy and see if that makes any difference but at least we can create an NWC using 2011 and then open that in 2013 and it works OK for what we need at this point.
