Can not export my normals?

Hey guys i have ran into a bit of a problem, when i try to export my normals and open them in photoshop why does it come out like the image below? 

i believe i have followed the correct steps for exporting normals into a targa file, just need some help thanks.

Image on the top is the exported result and the bottom is what i am trying to achieve

hard to tell from this pictures. i guess you didn´t do a proper uv map for the object you are trying to bake the normal map to. can you show your uvs?
