I just tried to install Memento but am getting the Error message "Can't find End User License Agreement". My suspicion is that this is caused by the installation program automatically selecting the Netherlands as region and not being able to find the text for the Netherlands. Unfortunately I can not switch to another text and the installation program closes after closing the error message.
Edit: I had a look at the Asklicence.ini and it turns out the Dutch section is set to:
LicenseFile=Dutch.rtf
Country=Nederland
LCID=1043,1122
All others are set to English.rtf so this is likely an oversight.
Edit2: to help you debug I've corrected the Dutch entry in the ini file and installation now seems to work. Only oddity is that no links seems to have been added in the Windows start menu (using Windows 8.1 with Pokki as the start menu manager)
