Tools scale to fit camera

I've been noticing on a project I've been doing whenever I zoom in or out, the move/rotate/scale tool zooms in/out with it.  This is making it difficult to work with these tools.

The file I am using is in a project folder I created.  Not the default project/scenes folder.

Toggling the size with the "-" and "=" keys.
