Reference Editor/Add References... is missing from my Maya!!!

Hi, I'm an animation student using 2016, and I'm just trying to reference in a character and it's suspiciously missing both from panels and from the file menu.

Does anyone else have this problem? Anyone have a fix? Thanks!

Are there any errors or warnings in your Script Editor when you start up Maya?
