Does "last Maya 2017 install" mean that you have Update 1?

On Windows, Update 1 updates the existing Maya install.
On Linux and OSX, Update 1 is a full Maya install.
Before you do that, does your processor support SSE4.2? If not, you won't be able to use MtoA or Arnold.

Yes, that processor is not too old, so you should be ok.
I like to run coreinfo (on Windows) just to be sure, because cpuworld can be wrong every now and again.
If you re-install MtoA and it doesn't load, then it could be a missing dependency, like the VS2008 redistributable (newer Maya versions don't install that, and it's Arnold that requires it). However, if you have older Maya versions too, then you probably have the VS2008 redist.
If you have other versions of Maya and MtoA, then it could be an environment variable setting, so I would check that (run system("set") in the script editor).
