wmf output is actually a png file?

I'm trying to use Publisher to create wmf format images of our parts.  However, Publisher actually outputs a PNG file, rather than a WMF vector format.  The filetype is called 'file.wmf' but if you open it in, for example, irfanview it returns that the filetype is incorrect, and the file is a PNG.

 

How can I get Publisher to create a 'true' vector wmf?

Hi,

 

This behavior occurs because the GDI+ component of the .NET Framework does not have an encoder that you can use to save files as .wmf or .emf files. so it should be the issue from Microsoft. You can refer to http://msdn.microsoft.com/en-us/library/vstudio/ktx83wah%28v=vs.90%29.aspx,
