MAKE CC PLACEMENT AS STANDARD, CUSTOM AND FRAME IDENTICAL

Make the iProperties made by placing CC members by Standard, Custom and Frame generator all the same. Currently (2012) Standard and Custom place uses B_L as the length whereas Frame Generator uses G_L, both of which have different precision on the lengths so a BOM Row Merge cannot be done.
