Exported parameters to show XX' - 0" instead of XX'

When you choose to export a parameter to a custom iproperty you can format as Feet which works great.  But it would be nice to also have an option to 'include trailing 0"' so instead of showing just 4' it would show 4'-0".  A option for "include leading 0'" might be useful as well so instead of just showing 4" it would show 0'-4"
