My guess is that the extra browser space to show that little "+" (which
effected the entire browser vertically) was considered too big a price to
pay, just to be able to minimize the entire tree.
The new ability in R6 to create assembly features caused a problem with
moving parts around in the browser. A lot of us are missing that ability a
great deal. Last I heard, Autodesk was looking for a solution that would
allow rearranging the assembly tree again. Having order-dependent features
in a part doesn't preclude moving part features, since the ones that don't
work any more just raise a flag. I would hope they could find a similar
method for assemblies.
You can drive a linear constraint with the drive constraints function.
Right-click on the constraint in the browser to access that function. You
can tweak the offset value of a linear constraint there.
