I've noticed it with 2013, and it's the same in 2014. See DWG, look at the I-shapes and notice their orientation.
Now copy the geometry of the DWG and paste it into an Inventor sketch. Look again at the I-shapes and notice their changed positions.
It's the same error, if the DWG is imported into Inventor.

Hmm. After exploding the I-shape blocks in the DWG, position after pasting into Inventor sketch was ok.
But I think, this shouldn't happen even with non-exploded blocks.
