Weird Assembly Constraint Behavior

Anybody notice anything weird like this? I have an assembly (its a bunch of units (made as IPTs) that plug into a standard test rack. One of the units is essentially upside down when I start, and I set the front face to be flush with one of the other units in the cabinet. When I pick the opposite side of the new unit and try to make it flush with the desired side of the old cabinet (with only the one constraint in place, I'm expecting the part to flip over), the 1st surface is essentially jumping through the part and the constraint is placed such that the part remains upside down. If I rotate the part and get it close to the right orientation, it works fine.

I admit that I missed Revs 6 and 7 but I never recall seeing this problem with 5.3. All parts are natively designed in R8.
