Tube & Pipe problem

I'm using Inventor 2013 premium suite. Tube and Pipe does not take me to a new environment. I've tried manually opening piping runs.iam, this does take me to the correct environment, but all commands are greyed out. I'm using a local content centre, this works ok for all of my colleagues.

Also tried reinstalling Inventor, to no avail. Ran out of ideas, can anyone help please?

Fixed people, was a server problem
