Hi,
the attached image is not from me but I'm having the same problem. How can I display a transparent part (a polycarbonate piece for example) in drafing without removing it from the BOM ? No workarounds please.

I don't think IV will let you see through transparent materials in a line view in a drawing. In that case, to get what you want, everything is a work-around.
The first three ways that come to mind are:
1. Shade your drawing view.
2. Create a break-out view.
3. Turn off visibility of that part in that view. Add a note to communicate that the part is hidden. Balloon it on a different view.
You could also turn on hidden lines in that view.

For transparent parts we use a Level of Detail called "LINE DRAWING" that has the transparent items suppressed.
We build all of our transparent parts as assemblies, so all we have to do in our main assembly is link the level of detail.
Whether we are doing shaded views or line views, we simply select the appropriate LOD for the view.

And Inventor should NOT allow you to see through transparent materials. It should/does treat transparent like any other material. Inventor follows common/proper drafting standards. The OP's request is NOT proper drafting standards.
So a workaround he will get.
If you go to edit view and click the SHADED button it will shade all of the items in the view and show the transparent item as transparent.

It occurred to me after reading mcgyvr's reply, to think about how glass parts are shown traditionally. With that in mind I wonder if creating a simple sketched symbol with 3 lines as shown in this image would help convey the material of the transparent parts.
Edit: I just now saw your last line about "no workarounds please". I noticed the comments about work arounds in the link I posted, but didn't catch that you specifically asked for no work arounds in your post here. My apologies for not reading closer previously. But unfortunately, I think there is not a solution for the results you want, other than the work arounds suggested.
Note also, that I've attached some files to demonstrate the Overlay View and View Representations workflow.
