symbol line are designated to symbols and lines in material
list table and balloons circle and other. i would like to change layers for items
as welding, datum, feature  symbols and
material list so i could have symbols on prominent thick layer and lines in material
list table on narrow. is that possible, how to do it?

This can be done by creating new layers with the line weights you choose and assigning the individual objects to these layers. This would be done using read/write permissions to the styles library in your project if you'd like to save it to a style library or simply locally on the files.
