spur gear

Hi

I need a spur gear set. All my attempts have led to an error of some sort, usually a bad internal/small gear.  The specs for the set go as follows:

- large gear with inside teeth with max outside diameter of 14.5"

- a spur gear that will go inside the large gear with a .5" bore (preferably 9 teeth)

- 10 to 1 gear ratio.

- teeth on both gears should be .187" minimum height
