Look at your stringer depths as well, the outside is travelling at a less steep angle so should be larger IMHO. We made one once and I was forced to use the same sized stringers, when it got put togethe it looked funny because the vertical distance from the toe of the step to the top of the stringer was different
If I have a cylinder part and a tread part. I want to the tread part pattern along a coil on the cylinder part.
Do this mean I need to create a feature pattern on the cylinder to show the position on the coil, then pattern the tread part on that feature patter? I'll try to make a hole feature pattern.

You feature pattern could be mounting holes or simply a workpoint patterned on the coil.
I made a part with a sketchspline3d and arrayed a workpoint along it.
When I place this part in a assembly, all the points are there, but the array feature is no where.
So, still can't array my tread along.
I have attached my part file. 2012 version.

Your sketch is not constrained.
Your Rectangular Pattern is not set to Direction1 per the instructions.
Your part is named mycylinder, but I don't see any cylindrical geometry?
It's just a reference, so no real cylinder.
How to set the dir one? If I clike the curve and it is highlighted, the OK button is greyed out.No array.
If there is direction arrow after the click, is it mean I only acturally picked a point on that curve?
I must did something wrong with the array feature, so when the part is placed in an assembly, the array feature is dropped.

Check the documents I posted earlier and see if you can reproduce my examples.
All you examples have a feature there which could be used.
The problem for me is that my feature in the part file is dropped by inventor when placing into an assembly.
Did you go to Modeling View in assembly? (post screen shot).
