I have a sketch on the XY Plane to create a part.Instead of redrawing this sketch for a mirror look part how do i copy that sketch in to a new part file so it has the mirror effect on the XY plane?

While in same inventor session you can copy paste a sketch (right click in the browser) but I would look into deriving the original into a new one to keep it's reference.
Are you familliar with derive operations?

I thought there may have been a way to reverse a sketch and place on the same workplane direction in a new part

Turn your sketch visible, start a new part and click on create, derive.
As long as you understand that all entities (sketch only , or full line elements) are comming as continuous full line elements, you are ok.

Look into Flip Normal of user workplanes
and/or
look into sketch blocks.
I would probably use the Derived Component technique, but -
Mirror body and Save Copy As might be another option.

I have the left sketch and to get a mirror sketch i redid the right sketch from scratch.I was looking for a way to just create the left sketch and then copy this sketch to get a mirror sketch.
The right sketch will have a couple of extra features compared to the left sketch..

I don't see any left , right sketches. It's same sketch in different parts. You could have saved same model with two different names rather then doing it again.
Yoy can extrude to one side and save and extrude on the other side and save as. But you don't have linked sketches.

The left sketch is the original sketch.From this sketch i make a part.I wanted to then copy that sketch and place in a new part file but i want the sketch reversed (it would there look exactly like the right sketch).So copy the left sketch and then somehow place it in a new part file and have it look like the right sketch.The right sketch was just to show how it would look when copied and then placed into a new file.
The 2 sketches will not be linked.They will be 2 separate parts

It might be easiest to communicate (since you are using 2013) the best technique if you go ahead and finish these two parts the "hard" way and then attach finished parts. (or at least a picture or url to an image of something very similar)
Someone will then show you how they should have been done.

To me those are not mirror image parts.
That is a copied part in different positions with a hole added to one side.
I would.
Create the part.
Derive Component the part and add additional feature to derived component.
Assembly the two parts in desired position (there is no need to model in position).
If i make a part and need a part the same with a few extra features would you just derive that part and make the added extra features?
Then when adding to an assembly just position as required.
You would not worry about modelling in position just place in correct position when placing in an assembly
Would save as work as well or is the derived part the better option?

The advantage to using Derived over Save As -
if you Save As and later need to make a change to both parts - you need to make the change to both parts.
With Derived Components you only need to change the original to also change the derived. Since these two parts would normally be used as a pair (I think), I would not do a Save As. I would do Derived.
...and in your case you don't "Break Link With Base Component" in the derived part so it would be updated later if you made changes to the 1st part (base component).
