Sketch driven component position in the assembly

I have an assembly that is NOT made using skeleton based workflow. I want to create sketch in the assembly environment and then constrain position of several components to the sketch. (various components located on the tabletop - I want to drive their position with the sketch). Normally in the part environment I can draw line in the sketch, finish the sketch and than create work plane or work point attached to the line. Same thing does not work in the assembly environment.
Am I doing something wrong? Should I forget it and go back to constraining each component to edges of the table?

create a part that is only the sketch controlling position, insert it into the assembly, constrain parts to it.

Josh is right. Assembly sketch was not designed to be used for skeletal modeling workflow. It is for creating assembly features.

Thanks for clarification. I guess I will stick to assembly constrains.
