I have deleted the Sketch centerpoint fom the shetch and cannot constrain to it anymore as it is gone.
How do i turn it back on or place a new one in the shetch

I am assuming the centerpoint you are referring to is probably the origin point. It would be the point at the intersection of all three origin planes. By using Include Geometry and clicking on the origin planes in your model browser, you can create a "cross" at the origin point, which you can then use for constraining and dimensioning.

yes that is the point i am referring to, however i am not finding the include geometry.
Project Geometry and just select the Center Point from the browser.
It's what we all had to do before they added that option, somewhere around the 2011 version but not quite sure which one.

Should be in the "create" section on the "sketch" tab.
You start a new or edit the sketch then project the origin point.
To always have it autoproject it for new sketches going forward go to tools..application options..sketch tab and check "autoproject part origin on sketch create"
