Refold can't (or won't) refold unattached sections, the remaining bits of your cut are floating in space and no longer attached to the original geometry.
If you want to cut this from your cilinder shape, you could try using emboss with "wrap to face".
I've attached an example, i didn't fix the sketch after redefining it to the new workplane so please take the time to recreate it properly.
