sheet metal punch tool

I guess this may be solved already, however, i can not find it anywhere in this forum. please help.

I use "thickness" as parameter when making punch tool for sheet metal. I use the thickness as #14 gauge as punch tool.

when I use punch tool in #16 material, the thickness of punch tool shows #14 gague. when i use it in #10 material, it is still #14 in punch tool.

is there any reason for that? please check attachment, thanks.
