The selection priority is mode-sensitive so in a word; no, you can't set a
default.
However, setting up hotkeys for the various priorities is a good plan of
attack. I can't effectively work without priority selection hotkeys.

Is there a way to set the select component tool to default to part priority.
It defaults back to assembly priority each time I use it, and I use it
mostly to pick parts in the assembly environment.
